
Governors, City and Municipal Mayors all over Region 7 gather virtually in their respective venues for an orientation to discuss the Communal Irrigation System (CIS) Devolution last October 8, 2021.
The goal of the one-day event is to arrive in one common understanding of what NIA functions and responsibilities for Communal Irrigation Systems will be devolved to LGUs.
As mandated by the Supreme Court's decision also known as the “Mandanas Ruling”, services implemented by the National Government Agencies shall be fully and permanently devolved to the LGUs, which in NIA's case includes CISs.
NIA Central Office IDD Manager, Dr. Leo L. Gallego led the orientation and gave the participants an in-depth discussion of the four areas of concerns in order to answer mutual question of What, How and When, which are the basis of LGU-IA interface in collaboration with NGAs, namely: 1) Operation & Maintenance, 2) Agricultural Support Services, 3) Organization and 4) Finance.
The participants, including their Municipal Agriculturists, Officers and Representatives, were given a time to raise their questions and concerns in an open forum which Dr. Gallego and the NIA R7 Staff willingly explained and clarified.
