CASBU, GUINDULMAN – On Thursday, March 15, 2018, the National Irrigation Administration Regional Office 7, through the Bohol Irrigation Management Office formally turned over the newly completed Casbu Small Irrigation Project (SIP) to its beneficiary, the CASBAFA Irrigators Association Inc. of Barangay Casbu and Batu Guindulman, Bohol, headed by its president Anecito L. Golosinda for them to handle the operation and maintenance of the said irrigation system.
The turnover ceremony began at around 9:00 o’clock in the morning and was attended by the NIA R-7 regional manager, IMO personnel, IA officers, 2nd Dist. Cong. Yap’s representative – Engr. Rene Espinosa, Gov. Edgar M. Chatto’s representative – Mr. Renerio Makinano, Mayor Alvino M. Balo’s representative – Hon. Arnel Amparo and Barangay officials.
Engr. Modesto G. Membreve, the NIA R-7 regional manager, led the turnover ceremony.
In his turnover message, Regional Manager Membreve said that he is very thankful to the Almighty Father for helping him and his entire NIA R-7 crew to accomplish the Casbu SIP.
According to him, he initiated the said project construction before he was assigned in Region 4-A last year. He expressed overwhelming joy because in his return as head of this regional office, he was the one who formally transferred the completed project to its beneficiary.
“This project was the product of the collaboration of all the people present here today, beginning from the IA officers and members up to both the local and national officials who contributed their time, resources, and services so that this project will be realized and completed with the goal of helping the IA members and their families.” Said RM Membreve
He also added that as beneficiary of the irrigation system, the constituents of Casbafu are very blessed because out of all the more than forty two thousand (42,000) barangays all over the Philippines, they were one of the several few who received irrigation projects from the agency.
“My request to all of you is for you to develop the sense of ownership so that all of you will sincerely take good care of what you have received today.” added RM Membreve.
As final message, he assured all the members of the IA that he will give them additional one million two hundred thousand (1.2M) worth of project for the extension of the canals so that the neighbouring barangays may also be served by the conveyed irrigation system.
For his part, IA president Golosinda expressed words of thanks towards RM Membreve for his positive and quick response to their request to have an irrigation system since before they can only plant and harvest “palay” once a year.
“From now on, we can already increase our planting and harvest into two times a year because of this God given irrigation system which the NIA had given us.” said Golosinda.
He also assured RM Membreve and all the government officials present in the said affair that he will spearhead the maintenance of the communal irrigation system as an expression of the IA’s gratitude to the NIA and the government.
Government officials present have expressed their warm greetings to the leadership of RM Membreve for a job well done in completing the Casbu CIS that will certainly have a great impact on the livelihood of the farmers.
They have also expressed words of joy and congratulations to the IA members for finally receiving their long time prayed irrigation system.
The Casbu Small Irrigation Project will cater the forty (40) hectares service areas of Barangay Casbu and Batu, Guindulman Bohol that have fifty six (56) strong IA members.
The said project was undertaken through the force account works that amounted nine million (9M) pesos. It was supervised by Engr. Epiphanio A. Olaivar as project in-charge and Leonardo C. Dotarot as Institutional Development Officer from the Bohol Irrigation Management Office.
