Tagbilaran City – After gracing the successful groundbreaking of two Small Reservoir Irrigation Projects (SRIPs) in Ubay and Buenavista, Bohol, NIA Administrator Gen. Ricardo R. Visaya (Ret.) on his two-day official visit to province committed a brief time to meet the management and staff of the NIA Regional Office VII headed by Engr. Modesto G. Membreve.
During the meeting held at the Central Visayas Training Center on June 27, 2017, Admin. Visaya discussed his 4- Point Agenda which will help steer the agency with respect to its current situation and in unison to the campaign of President Duterte’s administration – Against corruption and uplifting the lives of the farmers.
Eradication of graft and corruption – the Administrator is keen in addressing the issue on corruption, a long standing problem of the agency resulting to the compromised project implementation. Although admitting that it is difficult if not impossible to eradicate this crookedness, he is confident to somehow scale down this practice during his term.
Improve delivery of services – With the recent implementation of the free irrigation services which is no doubt, one of the substantial achievement of the present administration, Gen. Visaya would want to ensure that despite this set-up services offered to farmers will not be hindered; instead it should be more precise and fast. In terms of operation, the administrator wants to strengthen the institutional aspect and to encourage the participation Irrigators Associations in the maintenance of their respective systems.
The Administrator will also focus on investing to modernize the equipment and tools presently used by the agency. A practical approach for a faster and accurate data needed in project implementation as well as in monitoring Irrigation Systems’ operations. Thus, timely completion of projects equals better services to the farmers.
Uplifting the morale and welfare of NIA’s human resource – On top of all the resources and capabilities of any organizations, it is the men and women who perform their duties and responsibilities that the Administrator accounts the success and achievements of the agency in pursuing its mandate.
And to compensate, he will see to it that all available benefits and advantages will be given to all eligible employees and ensure a fair and just system of personnel evaluation for promotions and movements.
The approval and implementation of SSL IV which has been the longing of all NIA employees since it was made into law will also be prioritized.
Strengthening administration’s organizational structures – A review of the present organizational structure will be undertaken to ensure that agency is efficient and effective in performing its mandate.
These will be the foundation of the administration of Gen. Ricardo R. Visaya, of which he is confident that will provide a practical approach to issues and concerns of the agency; with regards its clientele - the farmers and its employees.
